This training covers the transition from construction to production. Description
Commissioning is where the accumulated shortcuts of a project become visible. Incomplete vendor documentation, missing spares, untested instrument loops, unresolved design queries and operators who have not been trained all surface at the same time, under schedule pressure, on a plant that is about to receive hydrocarbon. Facilities that are commissioned well reach design capacity quickly and run reliably. Facilities that are not spend their first years running below capacity while defects are worked out.
This training covers the discipline that produces the first outcome. Systems completion methodology is developed first, since dividing the facility into systems and subsystems, and completing them in an order that supports commissioning rather than construction convenience, is the organising principle of the whole activity. Pre-commissioning is then covered: flushing, cleaning, drying, pressure testing, loop checking, motor solo runs and function testing. Commissioning follows by system, covering utilities first and process systems in dependency order. Operations readiness is treated as a parallel work stream with its own deliverables: procedures, training, competence, spares, maintenance systems, permits and organisation. The training closes with start-up sequencing, first hydrocarbon introduction, performance testing against guarantee, handover, and the early operations period during which the facility stabilises.
Sequence determines schedule. A facility cannot be commissioned in construction order; it has to be commissioned in dependency order, which means utilities before process, power before everything, instrument air before any control loop, and each process system only after everything it depends on is live. Systems completion exists to impose that order on construction, and projects that leave it until construction is finished discover that the plant has been built in a sequence that makes commissioning impossible without rework.
Operations readiness is the work stream most often under-resourced. Procedures have to be written and validated, operators recruited and trained, maintenance systems populated, spares purchased and received, permits obtained, and the operating organisation established and mobilised. All of this takes longer than the construction activities it parallels, and it must be complete before hydrocarbon is introduced, not after. Projects that treat operations readiness as something that happens near the end start up with an organisation that is not ready to run the plant.
The introduction of hydrocarbon is the point of maximum risk in a facility's life. The plant is new and untested at operating conditions, the operating team has never run it, procedures are unproven, protective systems have been function tested but not demanded, and there are typically more people on site than at any other time. Every element of process safety management applies with particular force during this period, and the discipline around permits, isolation, override control and simultaneous operations determines the outcome.
Finally, performance testing establishes whether the facility does what was bought. Guarantee testing against contractual performance criteria, capacity demonstration and reliability runs are the basis for contract close-out and for the production commitments the business has made. Designing these tests properly, and having the instrumentation to support them, has to be planned during engineering rather than arranged at the end.
